Learning 1.3.0 Release Readiness

Review outcome: Approved locally as a release candidate, subject to required pull-request checks, merge to protected main, and tag-bound publication checks.

This record prepares Learning 1.3.0 as an archival documentation-and-samples snapshot. The eventual protected-branch merge commit, not the branch state reviewed before merge, becomes the release candidate.
Release Scope
- Delayed execution authority: a scheduled-payout guide separates the original user's authorization from the narrow, short-lived authority needed by a later executor.
- Workflow and policy ownership: a deployment example distinguishes workflow state from current permission and identifies when an independently owned policy belongs at the protected execution boundary.
- Multi-tenant workers: an overnight export example separates tenant-substitution prevention, workload authentication, and compromise containment.
- Policy outages: a customer-export example distinguishes explicit denial from an unavailable decision and designs rejection, deferral, bounded local evaluation, escalation, and reconciliation per operation.
- Publication integrity: the standalone-article contract now calls out descriptions, quoted dates, and curated X hashtags explicitly.
- Workflow security: the reusable X publisher receives only its four declared OAuth credentials rather than inheriting every caller secret.
Compatibility Statement
Learning 1.3 remains aligned with the reviewed AsiBackbone 7.0.0 implementation boundary. AsiBackbone 7.1.0 is a backward-compatible release, but this Learning snapshot does not claim to validate or adopt its analyzer and deprecation additions. It does not change a package, binary, runtime contract, persisted schema, or support line. The Learning 1.2.0, Learning 1.1.0, and Learning 1.0.0 records remain historical snapshots.
Learning owns educational definitions, progressive explanations, tutorials, labs, and framework-neutral samples. AsiBackbone remains authoritative for released package names, namespaces, signatures, runtime behavior, configuration, compatibility, migration requirements, and security semantics.
Local Validation Record

All local gates passed on 2026-10-10. The API validator covered 378 instructional files, organization-link validation resolved 280 AsiBackbone source links against the local implementation repository, DocFX built 130 conceptual files with zero warnings or errors, the sitemap validated 127 canonical pages, and all 312 sample tests passed with zero failures or skips. General external-link validation remains a required hosted pull-request check because the pinned Lychee runner is supplied by GitHub Actions.
Release Evidence and Publication Boundary
The Stable Release Evidence Runbook requires publication from a clean commit on protected main. The release-triggered workflow must generate, attest, upload, and anonymously verify:

Those assets and their provenance cannot exist before publication. Tag identity, release-note identity, attestations, and downloads are post-merge gates and are not complete in this preparation pull request.
